Vision
Improve Region-wide emergency preparedness, response and homeland security capabilities through collaborative and inclusive planning and resourcing efforts.
Purpose
The purpose of the North Central Region is to improve Regional preparedness through effective planning, training, and exercising. Specific goals are:

  • Improve inter-jurisdictional communication and coordination.
  • Improve emergency response delivery to the Regional partners.
  • Participate in Exercises & Training.
  • To create and function as a representative body for the entire region in the efforts of Homeland Security and Emergency Incident Planning pursuant to Executive Order D 018 01 issued by the Governor of the State of Colorado.
  • Disseminate information in a timely manner to all of the regional interests, jurisdictions, agencies, organizations and groups as it relates to security and planning activities.
  • To hire or cause to be hired any recognized experts needed to assist with this project.
  • To evaluate any planning projects and approve invoices for work done within this scope.
  • To communicate regularly with the financial/fiscal agent as well as any members from the representative counties to ensure proper communication.

Objectives

1. Conduct Regional risk assessments inclusive of all regional interests, jurisdictions, agencies, organizations and groups (to include State agencies) in order to identify existing risks and gap areas.

  • Conduct and update risk assessment(s) at the Regional level.
  • Identify high risk areas and potential mitigating actions associated with these areas.
  • Integrate assessment results into planning, training and exercise activities.
  • Utilize assessment output in the development of programs and resource requests.

2. Conduct capability assessments inclusive of all regional interests, jurisdictions, agencies, organizations and groups (to include State agencies in order to identify capability strengths, weaknesses and gaps.

  • Conduct and update capability assessments at the Regional level using the 31 Core Capabilities identified within federal documents.
  • Identify needed capability improvements and areas of risk.
  • Integrate assessment results into planning, training and exercise activities.
  • Utilize assessment output in the development of programs and resource requests.
  • Monitor Regional capability development (based on Federal Core Capabilities).

3. Based on the outcome of Regional risk and capability analysis, prioritize NCR needs and program development actions in order to establish regional project priorities.
4. Promote the adoption, implementation and daily use of NIMS & ICS across the Region.
5. Develop protocols for the proper use of federal grant funds to be utilized across the region for security, planning, exercises, training and equipment procurement.
6. Identify necessary legal considerations and required documents (e.g., MOUs, IGAs, etc.) that are needed to enable effective preparedness improvement across the Region.
